‘RBI to keep benchmark interest rates unchanged’
NEW DELHI: The Reserve Bank of India (RBI) is likely to keep benchmark interest rates unchanged in its upcoming policy in the light of moderating inflation and adverse impact of global turmoil on liquidity, a Citigroup report said.
“With headline inflation moderating coupled with the global turmoil, the odds of the RBI keeping rates on hold are also rising,” the report said.
RBI could ease monetary policy by mid-2009 when inflation moderates to the 8 per cent level, it said.
While the US liquidity shocks didn’t help, the tight funding conditions have more to do with India-specific factors, brought about initially by RBI tightening moves to fight soaring inflation, it said.
Domestic liquidity conditions, which have remained in the deficit mode since the last few months, took a turn for the worse due to currency intervention to stem rupee weakness caused by capital outflows and also outflows on account of advance tax payments and bond auctions, it added.
But funding conditions should improve with the new RBI liquidity measures and as the government steps up the disbursement of funds parked with the central bank.
In an effort to ease inject liquidity in the system, it said, RBI indirectly reduced the statutory liquidity ratio (the amount banks must invest in government bonds) to permit greater access to liquidity under the liquidity adjustment facility (LAF) as well as conducting LAF twice daily starting from September 16.
In addition, RBI also raised the interest rate cap on non-resident deposits to attract capital flows.

However Kylie might have to record a few songs, as they are not adequate sad songs for the play’s weepy moments.
It is being said that the musical could rival West End hits We Will Rock You, with songs by Queen, and Mamma Mia!, based on the music of Abba.

A ‘mere’ commentator or an ‘actor’: HC to decide
Mumbai: Fans of cricket commentator Harsha Bhogle may not be too happy to hear that “anybody who is proficient in English and has some knowledge of cricket” can do his job. But it was exactly what the income-tax (I-T) tribunal had stated, dismissing his tax exemption plea on May 27,2002.
Bhogle had contended that he was an “actor or an artist”, who fell within the ambit of section 80RR – introduced in the Finance Act, 1969,in 1970 – and was entitled to the deduction of a specific amount in computing the total amount of taxable income.
Bhogle appealed against the findings of the I-T tribunal in Bombay high court in November 2002. Anuradha Mane , special counsel for the I-T department, said that the case came up for final hearing last week, but was adjourned for another week.
In his appeal to the HC, Bhogle, citing the dictionary meanings of the words “actor” and “artist”, stated that the I-T tribunal erred in holding that he was not an actor or a public performer.
The tribunal held that Bhogle “is not doing any creative work, exhibiting any human skill, imagining anything in his mind and consequently is not an artist.” He is “merely” commenting on the performance of every player in a cricket match, which was nothing “exceptional”. Bhogle in his defence contended that TV presenters the world over were treated on a par with actors.
Section 80RR refers to Indian authors, playwrights, artists, musicians, sportsmen and actors who earn from foreign governments for their work. Under the section, 75% of the total earnings from foreign governments is exempted from tax.
While filing his returns a decade ago, for the financial year 1997-98,Bhogle who functions under the title Bhogle Infoturf had declared Rs7,47,026 has his annual income. However, he was engaged by international agencies, like BBC, Star TV, Transworld International (UK), as radio and TV commentator and presenter. On his income of Rs26,42,511 from these foreign agencies, Bhogle had sought an exemption of tax on Rs19,91,588 (75% of Rs 26,42,511).
Howard set for Barnsley exit
Midfielder Brian Howard could have played his last game for Barnsley.
Howard, who skippered the Tykes during their run to the FA Cup semi-finals last season when they saw off Liverpool and Chelsea, was left out of the squad for their weekend draw with Norwich.
The Oakwell outfit have now confirmed that the popular player has rejected all offers of a new deal with the Championship club, having made his desire to move on known during the summer.
Barnsley are now looking to secure Howard’s exit as soon as possible, although the situation is made more complicated with the transfer window now closed until January.
One possible solution would be for the midfielder to leave on loan now, with a permanent deal then completed during the winter transfer window.
Sheffield United have already been linked with Howard’s services, although manager Kevin Blackwell remained coy over the rumours at the weekend.

Tendulkar said he cannot comment on what Australians feel (about security concerns) but maintained that he does not definitely think “anyone will look to harm us (Indian players)”.
Rain washes out most of first day at Japan Open
TOKYO (Reuters) – Torrential rain washed out most first-round matches at the $969,000 Japan Open on Monday, but did little to dampen the spirits of local teenager Ayumi Morita.
The world No. 136 beat 53rd-ranked Marina Erakovic of New Zealand 6-1 6-4 after the roof was closed over centre court as the downpours worsened in Tokyo.
“She made a lot of mistakes,” said 18-year-old Morita, who also beat Erakovic in the first round of last month’s Beijing Olympics.
“It feels good to get my first career win at the Japan Open.”

Forest are way short – Calderwood
Nottingham Forest manager Colin Calderwood admits his side are “way short” in certain areas of the game.
The Reds are bottom of the Championship after Saturday’s 1-0 loss at Plymouth.
“If there isn’t an improvement in showing a bit of heart at the right time, then of course you won’t win,” he told BBC Radio Nottingham.
“The attitude is ok, but it should be – they’re getting well paid. But in certain areas of the game we are way, way, way short.”
